FIRE PROTECTION DISTRICT 5 MASON COUNTY

Chairperson Griffey called the meeting of September 22, 2004 to order at 10:00 A.M. Commissioners Taylor and Hauser and Chief Knight were present.

The minutes of the meeting of September 8, 2004 were read.  MOTION MADE BY TAYLOR AND SECONDED BY HAUSER TO APPROVE THE MINUTES AS CORRECTED.  MOTION CARRIED UNANIMOUSLY.

The minutes of the meeting of September 15, 2004 were read.  MOTION MADE BY TAYLOR AND SECONDED BY HAUSER TO APPROVE THE MINUTES AS READ.  MOTION CARRIED UNANIMOUSLY.

An Activity Report dated 9/21/04 was presented and reviewed. Assistant Chief Tim McKern prepared the report.

General Information: Washington Governmental Entity Pool (WGEP) prepared a proposal for insurance coverage for the fire district.  WGEP used information from our present insurance carrier (VFIS) to estimate a premium of $50,292.00 for a year of coverage.  Last year our premium to VFIS was $38.559.00.  A brief discussion followed.  This information will be reviewed early next year when the VFIS plan is up for renewal.

Chief Knight gave an overview report on the Dispatch-Firecom Colocation project.  Items discussed were budget, user fees, sales tax, the County hired a Consultant, and funding issues.

Chief Knight handed out preliminary budgets for 2005.  One copy includes $300,000 special levy funds and one copy does not.  If the levy passes funds will be used to pay off bonds and purchase equipment.  A lengthy discussion followed.

Resolution No. 275 was presented for review and consideration.  The Resolution outlines a spending plan for the Special Levy funds.

MOTION MADE BY TAYLOR AND SECONDED BY HAUSER TO ACCEPT RESOLUTION NO. 275 THAT OUTLINES A SPENDING PLAN IF THE SPECIAL LEVY IS APPROVED.  MOTION CARRIED UNANIMOUSLY.

The regular meeting was temporarily suspended at 10:55 A.M. to call a Board for Volunteer Firefighters to order.  The meeting adjourned at 10:57 A.M. and the regular meeting reconvened. 

The vouchers were reviewed.  MOTION MADE BY HAUSER AND SECONDED BY TAYLOR TO APPROVE FOR PAYMENT VOUCHERS #20384 THROUGH AND INCLUDING #20387 TOTALING $259,659.45.  MOTION CARRIED UNANIMOUSLY.  MOTION MADE BY HAUSER AND SECONDED BY TAYLOR TO APPROVE FOR PAYMENT VOUCHERS #20388 THROUGH AND INCLUDING $15,279.35.  MOTION CARRIED UNANIMOUSLY.

Public Comments and Suggestions:

Mr. Tom Brokaw asked for a copy of the meeting minutes that were signed today.  He also asked for clarification about voucher #20361 and #20341, both to the Mason County Treasurer. 

The meeting was adjourned at 11:15 A.M. until the next regular meeting scheduled for October 13, 2004.
